Define and document the current Concept of Operations (CONOPS) including threats and capability gaps (i.e., site surveys) while providing appropriate system-level recommendations considering organizational changes, updating existing techniques, tactics and procedure (TTP), as well as implementation of integrated technologies.
Identify, design and field integrated systems to identify, categorize, and neutralize inside and outside threats with solutions intended to manage and minimize the overall life cycle maintenance and sustainment costs.
Develop an organic, independent organizational capability to manage and optimize sustainment capabilities by providing technology maintenance training, sustainment process training and on-the-job (OJT) mentorship.

Reducing the overall lifecycle costs related to maintaining complex system of systems will allow the host nation to focus realized budget surpluses on acquiring increased technological capabilities.
