John B. Allen

Managing General Partner


Mr. Allen currently works as a support contractor to the US Army Communications Electronics Command (CECOM) Security Assistance Management Directorate (SAMD), Enterprise Soldier Aviation (ESA) Division. His primary responsibilities include project management, program integration, and consultation management. Img Prior to his current position, Mr. Allen served as the Program Manager and Lead Weapon System Manager for the Jordan Border Security and Command, Control, Communications, and Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Programs from 2008 until 2012. From 2001-2008, Mr. Allen served as the Program Manager for the CECOM SAMD, International Military Educational Training Program. From 1992-2000, Mr. Allen served as a Logistics Management Specialist for private industry and multiple US Government agencies, retiring from civil service in 2012. From 1985-1991, Mr. Allen served as a Non-Commissioned Officer in the US Army, Finance Corps.




Jonathan Maddock

General Partner & Technical Expert


Mr. Maddock is currently working as contractor support to the US Army Communications Electronics Command (CECOM) Security Assistance Management Directorate (SAMD). His primary responsibilities include the Project Manager and Principal Systems Engineer for various C4ISR Systems of Systems and Border Security programs. Prior to his current FMS responsibilities, Mr. Maddock worked as a Quality Assurance engineer for the Naval Surface Warfare Center (NSWC) on a variety of Naval platforms including support to the Missile Defense Agency, Sr. Systems Engineer for the Raytheon Corporation, and Sr. Systems Engineer and Project Lead for the MITRE Corporation. Mr. Maddock received his Bachelors of Science degree in Electrical Engineering from Purdue University (West Lafayette, IN). While working for the NSWC, he attended the Naval Postgraduate School (Monterey, CA) where he received his Masters of Science degree in Systems Engineering. Mr. Maddock also is certified for Level III Systems Planning, Research, Development and Engineering Science and Technology Management (SPRDE S&TM), Level III Test and Evaluation, and Level II Program Management through the Defense Acquisition University.
